Social housing head-leases
This program aims to increase the number of social housing properties available to low income Territorians and their families.
The department is also seeking to increase the availability of properties suitable for seniors and people with a disability.
The department offers long-term leases to property owners, then subleases those properties to tenants who qualify for social housing.
On 1 August 2017, the department announced a Request for Proposals for property developers interested in constructing new dwellings to lease back to the department for a period of six years with an option for a further three years. The 2017 social housing head-leasing initiative sought to secure 200 dwellings.
Thirty-two proposals were received from Darwin, Alice Springs and Katherine, indicating a strong level of interest from industry.
Following the first round process, 22 proposals consisting of a mixture of new builds and existing dwellings in Darwin, Palmerston, Katherine and Alice Springs were shortlisted for negotiation.
The department has reached agreement in-principle for the first round of successful projects to deliver 172 head-leased dwellings, consisting of 128 new constructions, plus 44 existing dwellings. Agreements for 42 existing dwellings in Parap and two units in Alice Springs have been committed to partially address the 2017-18 target of 77 leases.
Construction of new developments will commence during 2017-18 or in the first half of 2018-19.
